In my experience, any download you have paused in the middle will be back in the beginning again. I just fixed it. Change your GMod automatic update option to only download when the game is launched, restart Steam and a window will pop up saying that the update or something Don't remember well is stopping, click "Exit Now" on that pop up, open Steam, It will start validating and updating the Workshop Content and when it's finished you are done.
